WIAA and RTO introduces computerized learner’s license

Western India Automobile Association (WIAA) in tandem with Regional Transport Office (RTO) of Mumbai and transport division of Maharashtra has inaugurated issuance of computerized learner’s license in Mumbai.

This is for the first time that transport government has outsourced the issuance of the learner’s license to begin with. In future, according to Mr. G.S. Gill, principal secretary, transport and state excise and Mr. S. D. Shinde, transport commissioner, Maharashtra State have planned to outsource issuance of other kinds of license to WIAA, an authoritative body representing automobile owners.

WIAA is a recognized body under the ‘Motor Vehicles Act and Rules’ and is empowered to undertake driving test for the issue of driving licenses for cars and two- wheelers. WIAA also has powers to issue International Driving Permits for the members traveling abroad. WIAA is a genuine body, helping the automobile owners bridge the gap to the government.

RTO gets about close to 800 applications for only learners’ license, which they had found not able to cope with due to various valid reasons. In such a situation, they decided to delegate a simple task to a trusted and responsible independent body, such as, WIAA. Due to the amount of paperwork required for the mere license, WIAA decided to computerize the system to enable smooth functioning of the issuance of the license and availability of records as and when needed by the government.

WIAA has installed 10 computers at LLR centre, who will follow the guidelines set by RTO to issue the license. WIAA is planning to introduce permanent smart card license in future.
